RESOLUTION:  There are two possible resolutions to this problem.

 
 
 

Option 1

You may need local administrative privileges to install or renew a digital certificate.

 
 
 

Option 2

You may need to run Windows Update to install all Security Releases and Critical Updates. Be sure you have checked options 1 and 3 before doing this.
